The reason this can’t be done is because the FAA owns the airspace, not the slaughterhouses.
It’s also why your neighbor can fly over your place, provided they aren’t being disruptive.

I’m not a vegan, but I stand in solidarity with vegans who believe this (and all the other draconian laws about showing people how factory farming and slaughterhouses operate) is total bullshit. If your practices are so abhorrent that you believe people would stop buying your product after seeing how it is provided to them, you should seriously reconsider your line of work.
I’m always on the fence when I travel to poor countries where the butcher hangs a dead corpse on a hook by the window so passing customers can see it.
On one hand, it exposes the brutality without wrapping it in plastic and slapping a picture of a living animal in a green pasture on the outside. On the other hand, it makes me want to vomit and firebomb the shop.
I’m vegan but I recall my Dad’s friend who was a butcher and they go to work like we all go to work. In a small town where the butcher actually murder the animals themselves, they see the animals as food before and after the butchery. I think that’s okay-ish as in it is their way of life.
But in the city there’s no big is farm. The farm is very far away. The cattle are murdered there in mass and people in the city just send money back to get the cattle in the form of burger patties ready to bbq. Most people in a city haven’t ever seen, heard, or smelled dying or dead animals other than road kill.
If you’ve ever smelled roadkill, that’s the smell at the place where they kill animals for food.
