Flag desecration is legal in the United States and carries no criminal or civil penalties. Based on Wikipedia’s list, the US is more progressive on this issue than most other countries.

Progressive just means not idiotic before everyone else
People consider things like women’s rights progressive, but I would just call that common sense.
Anything that improves upon the status quo or moves the needle in a positive direction is progressive. That’s the definition of progress.
Seems like a very clear and appropriate use of language to me.
