Okay, sure, if you don’t care, Samsung would work. If you care at all, they use program-once SoCs from hell. (You mentioned Graphene, but there’s also Lineage, and Motorola is American FWIW)
I too am a rare rural Lemming, and I have a used Chinese phone running a custom ROM. It looks like the export models tend to have a full compliment of bands, and 13 is listed for all of them. If you literally get a domestic Chinese phone model custom imported, sure, you’ve made your bed a bit, and might have to sleep in it. I’d be shocked if they all cost more new than Samsung, as well.
If you don’t like China either, yes, you do you. There’s a case for it. They’re kind of like America geopolitically, and not just becoming authoritarian. Sony also had something Lineage-compatible, as of last I checked.
