You can just eat the bones of small fish, heads included. A lot of cultures do. They are soft if they’re canned /cooked. Still crunch but not horribly, and the whole thing tastes good together.
That sounds amazing. If you like fish. Nobody is gonna go to the trouble of creating a vile dish if it doesn’t taste good.

Isn’t it a choking hazard?
Fish bones are pretty tiny, if you eat fish even semi-regularly, you’ve probably eaten hundreds of bones without even noticing.
I think cooking fish ruins it, and I don’t think there are bones in my sushi so probably not
