There is a payment app/bank account in Europe who doesn’t need Google Play Services to fully works?

Yep, in Belgium too. Can be directly at the cashier in a physical store, barber, etc or online e.g. food delivery. It’s pretty efficient and AFAICT pretty low cost. Also does not have to rely on MasterCard or VISA.
