It also says “Franchise properties must be considered as a whole and awarded as such.” So would “Star Trek” as a whole just be one nominee?

The article mentions “All in the Family” would qualify, does that include “The Jeffersons” as part of the franchise?

All in the Family had seven direct or indirect spinoffs: Maude; Good Times (a Maude spinoff); The Jeffersons; Checking In (a Jeffersons spinoff); Archie Bunker’s Place; Gloria; and 704 Hauser.

So it would be Trek as a whole.

Okay, so here’s what comes to my mind.

Buffy, the Vampire Slayer lasted over five seasons, had a spin off [Angel] that lasted five seasons, spawned a few comic books and novels.

Would you say they’ve had a lasting cultural impact?

Supergirl and Wonder Girl were teen heroes before her, heck so was Nancy Drew.

        Should Buffy get this award?

Are you asking me? I’m very glad I don’t have to decide this because I’d just give it to every franchise I personally like.

(I would indeed say Buffy has had lasting impact beyond just “female teen hero” but Trek’s impact is probably more widespread. But obviously Doctor Who needs to win this every year, duh - which is why you can only get the award once)
