The fire department I volunteered at charged you for stuff like car crashes. A few weeks ago I got a bill from the fire department for a car accident I caused.
Maybe it’s a European thing?
The fire department does get funding from the country and from events they host (that’s probably just an Austrian thing)

Just Austria being weird it sounds like to me
I mean Austria is weird, but they’re saying they caused the accident. If they hadn’t the insurance probably would’ve coughed up.
I think a lot of EU don’t charge even then, and only charge people for prank calls
