Looks like a generic slot-car racing set (think Scalextric) to me.

This for sure. My Dad is like that. He’s either full productivity doing something for somebody, or switched off entirely watching the TV. He sees basically anything else as wasteful, which I find sad, as I’d love to find something we could do together just for the fun of it.
