You can add additional licenses but it can get pretty expensive (several thousand Euros).
However, big vehicles are pretty impractical anyways in Germany. The cities, at least the older parts of them, are not built for cars. Often it’s already tight for small cars. Parking spaces are usually also tight.

That’s lower than I’d expect. The new Hummer EV weighs significantly more than 3500kg.
