I think SGU put way too much focus on the inter-personal drama of the characters rather than the situational drama of what was happening around them, on top of the lack of comedic moments that you mentioned.

honestly i think it could have worked (or at least been neutral), if it weren’t for the fact that the drama was largely stupid.
Like did we really need to force in young adult romance drama? Really?? aaaaargh

It doesn’t even make sense on any level: y’all are stuck on a spaceship in the arse end of nowhere, maybe let’s not act like hormonal teenagers and focus on not dying? Maybe?
We’ve even tested this scenario IRL: A bunch of people spent months isolated on a boat and they just ended up having sex with each other and becoming close friends to the point that they were about to murder the guy who orchestrated it and tried to sow discontent, only to then sit down for a rational discussion and decide against it!
It’s such typical forced television drama, literally on the level of reality TV, which is infamous for basically none of the drama being even remotely real.

The irony is that it would have made infinitely more sense in Atlantis, because they’re not in such an obvious life-or-death situation and there’s enough people in the city that everyone doesn’t know each other.
And in fact Atlantis did do the drama better, refugees and expedition staff not quite trusting each other makes sense! The minor romance stuff they did made sense, and wasn’t annoying!
