Even with more property rights. If you own a house and you don’t want to sell it when they want to build a new highway, they build the highway surrounding your house, instead of expropriating you like in western countries.
If you’ll notice, it’s a 4 lane highway, which is medium level traffic, because most people take the train or electric scooters. In America this would be an 8 lane highway or bigger.
That’s why it’s important to recognize that the state serves its ruling class, which in China’s case is the proletariat. That’s why they are far more leniant and even allowed this situation in the first place.
