That’s absolutely why it’s being sold. I bet some high end bars just purchase ice like this in bulk. Not surprising they thought there would be a consumer market for fancy ice as well.
I’ve tried it, I’ve worked with several cocktail bars and bartenders on this, everyone I talk to who actually has to do it can agree it doesn’t actually work. The companies that produce this ice are using directional freezing, not simple boiling.
And to OP’s point that this is supposed to represent some kind of collapse of society, I’m pretty sure that boiling water before freezing is much more wasteful of energy than just directional freezing.
Is this a freezing kit or actual ice? Because freezing your own ice that looks like that can be difficult.
It appears to be in the freezer so I’d say it’s 100% actual ice.

Fancy ice is definitely a thing, you can do it at home but not that easily
They do sell machines for at home use but they’re 100s of dollars for a few cubes a day.
You can just boil water and get it pretty clear or boil distilled water and get it really clear.
That doesn’t work. Pouring boiled water into trays still doesn’t get all the dissolved gases out.
Same with distilled water. It’s dissolved air, not solids, that cause the cloudiness.
Boiling the water gets the dissolved gases out though.
