That’s what’s so insulting about American healthcare. If you’re going to charge such criminally high prices, at least don’t cheap out on the small stuff. Don’t stock your bathrooms with ghostly thin sandpaper toilet paper. Have decently thick barrier paper. We’re talking pennies here.
Usually the toilet paper is more about preventing clogs than anything else. You can use more of the thin stuff to compensate, but some people still use that amount of the thick stuff too and cause issues. Then not tell anyone about it out of embarrassment. Etc.

#4 is wrong and fucking gross. It looks like they’ve picked up the paper and folded it up, but you can see from #3 that the middle part is down in the water where it’s supposed to be wet.
So according to that instruction, I’m either secretly tearing off that part without being instructed to, or I am pulling that pissy shitty part out of the water and folding it up while it drips all over the place. Disgusting!
What you’re supposed to do is just flush and that part that’s in the water yanks the paper off the seat without you having to touch anything. Admittedly, if the toilet seat has any “moisture” on it, then the paper can get stuck and might not go down.
I’ve honestly never seen anyone recommend doing number 4 before. I grabbed this picture to show the original person how they look in the holder and out, but yeah, like you said, the flush is supposed to do step 4 for you.

You’re better off without them. Anything splashed on the seat is just going to soak into the paper, and if you dont pull off the flap (usually ripping the whole cover in half) it’s going to wick up water and can be especially gross if you are a guy with external parts that will bump the soggy strip.
If you do place it on a dry seat, it is scratchy paper that is loud and crinkly and will slide every time you move. And at least for me, the cutout doesn’t feel large enough and I’m scared stuff is going to catch on the paper on the way down and be held against me.
The hard, smooth, nonporous surface is pretty germ resistant in itself. I’d rather hunt for a cleaner stall than use one of the paper covers.
To add: my BIO101 class did an experiment to see how effective they are at stopping bacterial transmission. If you aren’t using two dozen layers you might as well use zero.
Yea, if no one ever told you, you’re supposed to wipe the seat with TP before laying one of these down. It’s there because a dry wipe isn’t a very good cleaning.
If nobody ever told you, it’s pretty much impossible to catch anything from a toilet seat anyway.
If nobody ever told you, smearing someone else’s piss on your skin is gross even if you don’t catch a disease.
But when you flush that TP, the water oversprays back up on the seat in an endless cycle of frustration! 🤪
Yes when the flush is violent. Toilets shouldn’t be made that way. Or perhaps they are plumbed or installed wrong somehow. I dunno. Seems like it should be fixable.

I didn’t see a toilet in Tokyo that wasn’t spotless, and every single one of them also had a warm water bidet built in. Really, the entire city is spotless, not just the toilets. If a weed sprouts from a seam in the asphalt, a work crew will be there next day to scrape it out. The place is ridiculous.
Seattle has a sort of dust-free, spotless quality to it because it rains 4 times a day. But Tokyo was the same and it hadn’t rained in weeks.
That sounds like a much better plan than the paper. Or even if you just splurt a bit of hand sanitizer on there.
