The Book of Judges is biblical punishment for crimes. Soldiers had their thumbs and big toes removed. The thumbs prevented them from holding a sword again. The toes prevented them from running.
From the looks of it, this is happening just outside city hall in the old port. That is a very tourist area, so I do wonder if this person is from put of town or not.
Whether out of town or not, he should be put in jail for hate speech and then investigated further if he should be forwarded to the Hague.
